Quality Council for Trade Occupations(QCTO)
The Quality Council for Trades and Occupations (QCTO) is a Quality Council established in 2010 in terms of the Skills Development Act. Its role is to oversee the design, implementation, assessment and certification of occupational qualifications on the Occupational Qualifications Sub-Framework (OQSF). The QCTO is one of three Quality Councils (QCs) responsible for a part of the National Qualifications Framework (NQF). Collectively, the Quality Councils and the South African Qualifications Authority all work for the good of both learners and employers. Another important role for the QCTO is to offer guidance to service providers who must be accredited by the QCTO to offer occupational qualifications.

Human Resource Development Council of South Africa (HRDC-SA)
The HRDCSA is a multi-stakeholder body that creates an enabling, coordinated and integrated environment to focus on improving the human resource development base and skills of the South African people. The Council’s key responsibilities is to build the human resource development base required to ensure a prosperous and inclusive South African society and economy, focusing on the development of strategy and the creation of a platform where social partners can engage to find ways to address bottlenecks in the development of human resources and skills in South Africa.

South African Qualifications Authority (SAQA)
The South African Qualifications Authority (SAQA) is a juristic entity given a legal responsibility by the law. The South African Qualifications Authority Board is a body of 12 members appointed by the Minister of Higher Education and Training. The objects of SAQA are to advance the objectives of the National Qualifications Framework (NQF); oversee the further development and implementation of the NQF; and co-ordinate the sub-frameworks. SAQA also implements policy and criteria, registration and publication of qualifications and part within the education sector.
